Baltimore Mayor Brandon M. Scott and the City Council have filed a lawsuit against Yardi Systems, RentCafe, and Pennrose Management Company, accusing the companies of charging tenants hidden fees for paying rent online in violation of Baltimore's Consumer Protection Ordinance.

The city alleges that fee information is buried behind multiple clicks, spread across several webpages in fine print, and disclosed for a selected payment method only at the final step of the payment process. Tenants who choose not to pay these additional “pay-to-pay” fees risk late charges or eviction, according to the complaint.

“These illegal junk fees effectively raise the rent for thousands of Baltimore residents,” Mayor Scott said. City Solicitor Ebony M. Thompson added that renters should not have to navigate complicated webpages and fine print to understand what they are being charged.

The city also pointed to the financial strain facing local renters. Last year, four in 10 Baltimore renter households spent at least 35% of their income on rent and utilities. Among households earning $35,000 or less, more than half spent at least 50% of their income on those expenses.

The allegations have not been proven in court.
